    • PROBLEM TO BE SOLVED: To provide a transmission power controller with which the transmission power of transmission signals to a plurality of mobile stations is controlled so as to reduce the interference of the transmission signals. SOLUTION: This transmission power controller is composed of a total transmission power observing part 1 for observing the total transmission power transmitted from a base station to the plurality of mobile stations and outputting an observe signal, a target total transmission power setting part 2 for calculating the suitable total transmission power value of the base station and outputting it as a setting signal, and a reference updating amount operating part composed of an adder 3, multiplier 4, adder 5, delay circuit 6, limiter 7, request SIR setting part 8 and adder 9. Thus, when the total transmission power of the base station exceeds the target total transmission power, corresponding to the difference, the target SIR of the mobile station can be updated. As a result, even when the number of mobile stations is increased and interference power is increased, the communication quality of all the mobile stations can be prevented from being uniformly degraded. Further, since the SIR of the mobile station is provided with an upper limit and transmission power can be prevented from being increased without the limit, the effect of interference power exerted upon the radio service area of the adjacent base station can be suppressed.

    • PROBLEM TO BE SOLVED: To suppress the generation of skew and arranging inferiority in a medium by setting an arranging roller to a clamp state and setting a feed roller to a reset state to perform arranging operation. SOLUTION: When a medium 11 is inserted in an insertion port, the medium 11 is detected by a medium detection sensor 18 and, at the same time, an arranging roller 14 is set to a clamp state. Next, the arranging means of a main control part rotates the upper arranging roller 14 counterclockwise and the medium 11 is moved until detected by both leading end arranging detection sensors 19a, 19b and further moved after detected by both leading end arranging detection sensors 19a, 19b. In this case, it is supposed that the leading end of the medium 11 strikes against an arranging shutter 17 to complete arranging operation. Succeedingly, a feed roller 13 is set to clamp state and the arranging shutter 17 is opened and, after a pressure contact roller is set to a clamp state, the medium 11 is sucked. As mentioned above, the medium 11 is fed by point contact to be allowed to strike against the arranging shutter 17.
