SOLUTION: The two-component developer is used in a system with a toner replenishing mechanism and comprises the toner which includes resin powder consisting essentially of a binder resin, a colorant and a release agent, a charge control agent, and inorganic fine particles as a fluidity assistant and is obtained by stirring the resin powder, the charge control agent and the inorganic fine particles using a fluidized stirring mixer to anchor the charge control agent on the resin powder.
