A set value area 16 has an area 161 for storing a flag showing the temporary state of setting corresponding to the arrangement of these set values and when temporary setting is designated at the time of writing the set value from the maintenance tool, a flag showing temporary setting is turned on in the temporary state area 161 corresponding to this set value.
