    • PROBLEM TO BE SOLVED: To start an engine and to release a lock mechanism preventing vehicular traveling in a battery exhausted state.
      SOLUTION: An ID code verifying means 21 sequentially performs a first step of collating an ID code in response to a first operation of a kick start mechanism 7 and outputting a collation signal to a collation result holding means 23 when the ID is collated, a second step of outputting a collation signal and controlling an operation of an actuator driving means 19 so as to release the lock mechanism 17 in response to a second operation of the kick start mechanism 7 which a collation holding signal is outputted from the collation result holding means 23, and a third step of controlling an operation of a main relay driving means 16 so as to turn on a main relay 14 in response to a third operation of the kick start mechanism 7 while the collation holding signal is outputted from the collation result holding means 23.
