    • PROBLEM TO BE SOLVED: To provide a hydrothermal oxidation decomposing method which enables the complete treatment of an organic harmful substance such as a PCB-containing substance, e.g. an insulating oil of a transformer or the like. SOLUTION: This decomposing method performs the process under conditions of a temperature of 350 to 380°C, a pressure of 22 to 30 MPa, and a staying time of 15 to 240 minutes, with the existence of sodium carbonate or potassium carbonate under a semi-critical state. The decomposing method is equipped with a cylindrical primary reactor 122, a pressurizing pump 124 which pressurizes respective processing liquids 123a to 123d of an oil (or an organic solvent), PCB, water (H 2 O), and sodium hydroxide (NaOH) into the primary reactor 122, a heat-exchanger 125 which pre-heats the water, a cylindrical secondary reactor 126 which further processes the harmful substance remaining in a processed liquid discharged from the primary reactor 122 for one time, a cooler 127 and a pressure-reducing valve 128.
