SOLUTION: The retractor comprises an emergency lock mechanism for stopping rotation in the webbing draw-out direction and first and second lock starting mechanisms for operating the emergency lock mechanism. The second lock starting mechanism comprises a cover body 10 and a lock arm 19. The cover body 10, covering the first and second lock starting mechanisms, is connected to a side panel 9b and disposed on the inner side of a latchet wheel part 12b. The lock arm 19 is rotatably supported at a lock clutch body 12 for preventing the rotation of the lock clutch body 12 by engaging with the inner teeth 21a in response to a rotation delay caused by a sudden rotation of the lock clutch body 12.
