    • This application discloses a communication method and a communication apparatus. The method includes: An access network element receives first indication information from a session management function network element, and activates a congestion acquisition function of the access network element based on the first indication information, where the congestion acquisition function is for obtaining a congestion status of the access network element in a data flow transmission process of a target service. The access network element obtains the congestion status of the access network element, and sends first congestion information to a terminal device or a user plane function network element, where the first congestion information indicates the congestion status of the access network element. In this application, the access network element sends, to the user plane function network element or the terminal device, the first congestion information indicating the congestion status of the access network element. In this way, the congestion status of the access network element can be reported to a transmitter of a data flow of the target service, so that the transmitter can adjust a sending window of the data flow of the target service based on the congestion status of the access network element, thereby reducing a transmission delay of the data flow of the target service.

    • [Problem] To provide a means that enables consistent high performance data transfer between different data communication devices via a network, with no compounding of network congestion. [Solution] In the present invention, a receiving side data communication device (12) calculates, at prescribed times, an actual measured RTT, which is the time required for data to travel to a transmission side data communication device (11) and back, a data transfer rate (R) for the data transfer, and a data loss ratio (L), which is the ratio of the number of packets not received by the receiving side data communication device (12) to the number of packets sent from the transmission side data communication device (11). The receiving side data communication device (12) uses the most recent data transfer rate (R) and the data loss ratio (L) to calculate a transfer score (S) according to a prescribed calculation formula, and increases or decreases the reference RTT in accordance with the change in the transfer score (S). The receiving side data communication device (12) gives instructions to the transmission side data communication device (11) to increase or decrease the data transfer rate in accordance with the results of a comparison of the reference RTT and the actual measured RTT.
