The session management method includes: A terminal device determines a first parameter, where the first parameter is used by a first network device to determine first inactivity duration of a first quality of service QoS flow of the terminal device, or is used by the first network device to determine first inactivity duration of a first session of the terminal device. The terminal device sends a first message to the first network device, where the first message includes the first parameter. Therefore, the first network device determines the first inactivity duration of the first QoS flow of the terminal device, or the first network device determines the first inactivity duration of the first session of the terminal device, so that the first network device releases the first QoS flow in a timely manner based on the first inactivity duration of the first QoS flow, or deactivates a user plane connection of the first session in a timely manner based on the first inactivity duration of the first session, to save network resources.

    • This application provides user equipment for a cell measurement. According to some embodiments of this application, the user equipment includes a cell control unit and a cell measurement unit. The cell control unit is configured to: determine at least one first neighboring cell belonging to a first priority and/or at least one second neighboring cell belonging to a second priority among at least one neighboring cell adjacent to a serving cell of the user equipment, where the first priority is lower than the second priority; and when the at least one neighboring cell includes the at least one first neighboring cell, determine that a cell measurement policy includes measuring the at least one first neighboring cell in a plurality of discontinuous reception (DRX) cycles, where a time interval between two adjacent measurements on the first neighboring cell is greater than or equal to one DRX cycle. The cell measurement unit is configured to measure the at least one neighboring cell according to the cell measurement policy. Because the time interval is greater than or equal to one DRX cycle, the first neighboring cell may not need to be measured in some DRX cycles. In this way, measurement frequency of the first neighboring cell is reduced, so that power consumption required for the cell measurement is reduced.

    • A network handover method and an electronic device relate to the field of terminal technologies, to help reduce a possibility that frame freezing or a network disconnection occurs when a user accesses a network by using the electronic device. The method specifically includes: When the electronic device camps on a first network accessed by using a first communications module, the electronic device sequentially obtains network information of a first sampling point and network information of a second sampling point for the first network in a process in which the electronic device moves along a first route at an n th time, and predicts whether the first network becomes abnormal after first duration elapses. If the electronic device predicts that the first network becomes abnormal, before the first network becomes abnormal, the electronic device camps on a second network. In this technical solution, the electronic device may be handed over to the second network in advance when predicting that the first network becomes abnormal. This reduces a possibility that frame freezing or a network disconnection occurs when a user accesses a network by using the electronic device, thereby improving user experience.
