    • Embodiments of the present invention disclose a data transmission method and a base station, so as to resolve a collision problem in a data transmission process in a scenario in which different processing latencies coexist. The method in the embodiments of the present invention includes: receiving, by a base station, a quality of service QoS parameter of at least one service, where the QoS parameter includes any one or a combination of at least two of: latency sensitivity, a resorting indication parameter, an RTT indication parameter, or a TTI indication parameter; the latency sensitivity is used to indicate different latency requirements of various types of data in the at least one service; and the resorting indication parameter is used to indicate whether an order between the various types of data in the at least one service needs to be rescheduled; configuring, by the base station, a radio bearer according to the QoS parameter; and transmitting the data according to the configured radio bearer.

    • Embodiments of the present invention provide a data transmission and feedback processing method and apparatus. The data transmission and feedback processing apparatus of the present invention includes: a first receiving module, configured to receive a data packet sent by a second device, where the data packet carries a sequence number SN; an identification module, configured to identify an exception by the first device according to scheduling information corresponding to the received data packet and the SN carried in the data packet; and a feedback module, configured to determine the exception by the first device and send a feedback message to the second device, where the feedback message carries an SN, so that the second device retransmits a data packet to the first device according to the SN. The embodiments of the present invention resolve a problem that present uniform HARQ retransmission times cannot meet QoS requirements of different services, so that HARQ retransmission requirements for QoS of different services are met.

According to the embodiments of the present invention, after preempting the radio channel of the unlicensed spectrum, the unlicensed-spectrum base station intensively sends the synchronization signal. Therefore, the UE completes synchronization with an unlicensed-spectrum cell or base station in a short time, to start to perform data transmission by using the unlicensed spectrum as early as possible, thereby improving utilization of an unlicensed spectrum resource.
