    • A method of generating a base comprising the steps of:
      (a) providing a cation source in a cation source reservoir (10),
      (b) flowing an aqueous liquid stream through a first base generation chamber (19) separated from said cation source reservoir by a first barrier (14) substantially preventing liquid flow while providing a cation transport bridge,
      (c) applying an electric potential between an anode (16) in electrical communication with said cation source reservoir and a cathode (18) in electrical communication with said first base generation chamber to electrolytically generate hydroxide ions in said first base generation chamber and to cause cations in said cation source reservoir to electromigrate toward said first barrier and to be transported across said first barrier toward said cathode to combine with said hydroxide ions generated at the cathode to form cation hydroxide, and
      (d) removing the cation hydroxide in an aqueous liquid stream (21) as an effluent from said first base generation chamber.

    • Apparatus comprising:
      (a) a source of first ions in a substantially non-flowing solution (302) adjacent an aqueous liquid in a first acid or base generation zone, said first ion source and first zone being separated by a first barrier portion (306a) substantially preventing liquid flow through the first barrier portion and transporting ions only of the same charge as said first ions,

      (c) a first electrode (312) in electrical communication with said first zone and a second electrode (314) in electrical communication with said second zone, said first and second electrodes being disposed so that, when attached to a power source, current passes between said first and second electrodes through said first and second zones.

    • An acid or base is generated in an aqueous solution by the steps of: (a) providing a source of first ions (40) adjacent an aqueous liquid in a first acid or base generation zone (50), separated by a first barrier (46) (e.g., anion exchange membrane) substantially preventing liquid flow and transporting ions only of the same charge as said first ions, (b) providing a source of second ions of opposite charge (40) adjacent an aqueous liquid in a second acid or base generation zone (48), separated by a second barrier (44) transporting ions only of the same charge as the second ions, and (c) transporting ions across the first barrier by applying an electrical potential (52, 54) through said first and second zones and a base-containing aqueous solution in the other one which may be combined to form a salt (62). Also electrolytic apparatus for performing the above method. The product solutions can be used as an element for a chromatographic separation medium (70). The element can be regenerated in order to reuse the ions by means of a membrane suppressor (74).
