    • Leakage detection of cargo from the hold of a barge involves a mounting plate to the top hatch of the hold. Two pipes secured to the plate extend to locations near the bottom. Each pipe has a guide tube in it coaxial with the pipe. Each pipe has a float in it received around the guide tube. A float follower is in each tube and magnetically coupled to the float so that the float follower rises and falls with the float. One pipe has an open bottom for cargo to freely move up and down in the pipe as the hold is filled and emptied. The other pipe has a valve at the bottom for admitting cargo from the hold to the pipe at the port of origin of the vessel. Following loading of the cargo, the valve is closed. One embodiment tethers the floats to reels atop the plate. Any change of level of the floats, reflecting a loss of cargo during transit from the port of origin to that of destination, is reflected in relative rotation of the reels and triggering an output signal to an annunciator. Another embodiment employs lasers transmitting to and receiving from the float followers, reporting to a comparator producing an output signal to an annunciator upon recognition of a difference between distances indicated by laser output signals. A third embodiment eliminates the guide tubes, floats and float followers.

    • Each barge in a group of river-going tanker barges, has a double-hull construction to protect the inner hull and avoid collision-induced cargo spills. The space between hulls is partitioned to individual empty, dry compartments with a vertical, open bottomed, measuring tube fixed in each. A closed-bottom master tube is fixed in one compartment. All tubes have a quick-connect, above-deck, flange to receive an ultrasonic transducer thereon. A hand-held measuring instrument containing a computer and controls and information display contains a transducer which is selectively pulsed to periodically send ultrasonic signals down the tube, and receive echo signals, with elapsed time representing the depth of a signal reflector surface which is the master tube bottom or, for the measuring tubes, the bottom of a dry compartment or the surface of liquid in a leaking compartment. A unique bar code with each tube, distinguishes it and the barge from all others. The measuring instrument includes a code reader. In one embodiment, an individual transducer is on each tube, and connectable by an electrical cable to the measuring instrument. The apparatus is also used in cargo compartment tanks for cargo surface level measurement.

    • Aquatic nuisance species (ANS) in ship's ballast water are killed by permeating to equilibrium a gaseous mixture consisting essentially of, preferably, ≧84% nitrogen, ≧11% carbon dioxide and ≦4% oxygen through ship's ballast water until the ballast water itself becomes (i) hypercapnic to ≧20 ppm carbon dioxide, and, by association, (ii) acidic to pH≦7, while preferably further, and also, being rendered (iii) hypoxic to ≦1 ppm oxygen. The permeating is preferably realized by bubbling the gaseous mixture preferably obtained from an inert gas generator through the ballast water over the course of 2+ days while the ballast water is continually maintained a pressure less than atmosphere, preferably −2 p.s.i. or less. The (i) hypercapnic, (ii) acidic and (iii) hypoxic conditions—each of which can be independently realized—synergistically cooperate to kill a broad range of ANS in the ballast water without deleterious effect on the environment when, and if, the ballast water in which the balance of dissolved gases has been changed is discharged.

    • A barge (14) that stores liquid hydrocarbon (oil) from a producing facility (12) and offloads it perhaps once a month to a shuttle taker (40), is constructed for unmanned operation except during the once-per-month unloading. The barge has a permanent nonadjustable ballast (53, 54, 55) and has a solar powered system for communication with a central center for normal operation and emergency shutdown. The barge avoids a “hotel system” for a permanent crew (up to 50 people) by avoiding seawater ballast tanks, ballast pumps and related systems. The only person-operated equipment is an engine-generator set (142) and pumps (44), to be operated only during offloading for perhaps 3 days every month. The barge is unpowered except by solar energy or batteries, and is left unmanned except during offloading, so only temporary crew quarters are provided. The barge has a tank assembly (57) with rows of tanks connected in series so oil can be loaded and unloaded from the frontmost tank in each row. The barge is ballasted so the bottom walls (130) of the tanks extend at a slight downward-forward tilt so the last amount of stored oil can flow downhill to the frontmost tank for offloading onto the shuttle tanker.
