The voltage command generator is connected to the distribution line simulation circuit, includes a connection terminal connected to a tested device to be actually tested and generates a voltage command value from a voltage value of the distribution line simulation circuit detected by the voltage detector. The conversion device converts an inputted AC voltage into a three-phase AC voltage in accordance with the voltage command value and outputs the three-phase AC voltage from the connection terminal.
