Preference setting unit 1 receives the input of search preferences, and sends them to register 11, associated with the user. Recording unit 13 stores the state of each channel. Preferential search unit 14 judges, based on the state of each channel, whether each channel satisfies any search preference. Based on the judgment of preferential search unit 14, notification unit 15 notifies the corresponding user terminal of the channel that meets any search preference of the user.
