A counterclockwise moment around a start point A is generated in the fixed pulley 14 by the load F acting on the fixed pulley 14, and the flange 30 of the fixed pulley 14 is likely to rise from the shaft 12, however, the rising behavior can be suppressed by the reaction force F1.
