    • PROBLEM TO BE SOLVED: To obtain the steel member having excellent fire resistance and difficult to generate a local buckling against the large compressive load acting in the case of a large earthquake even when the ratio of width to thickness is large and a stiffener does not exist by using the steel containing the specified quantity of Mo and becoming positive in the grade of the nominal stress/nominal strain within the range of the specified strain quantity. SOLUTION: This steel member is made of the steel containing, by wt., 0.05-0.70% Mo, if necessary, containing one kind or more of 0.005-0.10% each of Nb, V, Ti, and becoming positive in the grade of the nominal stress/nominal strain even in any strain quantities from the yield point to the strain quantity of 5% in the nominal stress- nominal strain curve obtained with the tension test. When the grade of the nominal stress/nominal strain becomes zero or negative, deformation is locally generated, whereby the local buckling is easily generated. Also, although the relation of the nominal stress-nominal strain in the area of small strain is important in order to restrain the local buckling, since the grade of nominal stress/nominal strain is always positive until the yield point and the quantity of strain have only to be positive within the range of up to 5%, the range becoming positive is specified to be the above range.

    • PROBLEM TO BE SOLVED: To obtain a steel member hardly causing local buckling, suited to steel-frame buildings, etc., and excellent in earthquake resistance by hot-rolling a steel having a specific composition containing C and Mn and then carrying out cooling at specific cooling velocity from the temp. region determined by the components of the steel. SOLUTION: A steel, having a composition containing, by weight, 0.03-0.25% C and 0.5-2.0% Mn, is hot-rolled and then cooled at >=2 deg.C/sec cooling rate from the temp. region of (Ar3 +40) to (Ar3 -80) deg.C, determined by steel components. The above Ar3 transformation temp. is determined by the following equation: Ar3 ( deg.C)=910-310C(%)-80Mn(%)-20Cu(%)-15Cr(%)-55Ni(%)-80Mo(%). By using the resultant steel stock, the steel member for beams and pillars of a steel-frame building, iron bridges, etc., can be obtained. This steel member has a metallic structure composed of ferrite, bainite, etc., and having 10-80% ferrite area ratio. Moreover, the minimum gradient of the nominal stress-nominal strain curve is positive, and this steel member is increased in buckling strain and has excellent buckling resistance.
