The valve 4 closes the gas channel when it receives the signal C of the part 3.

Since a shock judgment delay section 6 outputs the shock judgment request signal E after a prescribed delay time lapsed, an open and close valve judgment section 7 confirms the opened and closed state of the cut-off valve and when the closed state is detected, it outputs an alarm informing signal D and an alarm information is raised from an alarm informing section 8. Since the open and closed valve is judged after the vibration is settled by setting up the said delay time, no misjudgment is made.
