    • PROBLEM TO BE SOLVED: To provide a method and apparatus which can totally and rapidly treat contaminations with irregular properties and PCB concentrations including sludge, rag, pressure sensitive paper, industrial products containing traces of PCB such as fluorescent lamp ballast, resin, steel, PCB storage vessels made of concrete etc., which are contaminated with polychlorinated biphenyl (PCB).
      SOLUTION: After the contaminants polluted with PCB are decomposed by a plasma decomposition device, an exhaust gas generated by the decomposition of the contaminations, after being retained in a constant temperature chamber whose temperature is maintained at 1,100-1,400°C for 1-5 seconds, is cooled by a temperature decreasing tower, and the cooled gas is dedusted with a bag filter. A passage in a system on the downstream side of the plasma decomposition device is branched partially. A circulation passage which returns the exhaust gas to a passage between the temperature decreasing tower and the bag filter to circulate the exhaust gas is formed. By circulating the exhaust gas by the circulation passage, the furnace pressure of the plasma decomposition device is controlled to be a constant pressure lower than the atmospheric pressure.
