摘要： PROBLEM TO BE SOLVED: To provide a method and an apparatus for rendering contaminated matters such as sludge, waste cloth, pressure sensitive paper, and fluorescent lamp stabilizers contaminated with polychlorinated biphenyls (PCB) unharmful, more specifically to provide a method and an apparatus which can rapidly treat, at a time, contaminated materials, which are not uniform in properties and PCB concentrations, for example, industrial products containing a very small amount of PCB such as PCB-contaminated sludge, waste cloth, pressure sensitive paper, and fluorescent lamp stabilizers, and PCB storage vessels made of resins, steel, concrete, or the like.
SOLUTION: The contaminated matter contaminated with polychlorinated biphenyls is decomposed in a plasma decomposition apparatus 1, and waste gas generated by the decomposition of the contaminated matter is allowed to stay and treated within a thermostatic chamber 2 kept at a temperature of 1,100 to 1,400°C for 1 to 5 s.

SOLUTION: After the contaminants polluted with PCB are decomposed by a plasma decomposition device, an exhaust gas generated by the decomposition of the contaminations, after being retained in a constant temperature chamber whose temperature is maintained at 1,100-1,400°C for 1-5 seconds, is cooled by a temperature decreasing tower, and the cooled gas is dedusted with a bag filter. A passage in a system on the downstream side of the plasma decomposition device is branched partially. A circulation passage which returns the exhaust gas to a passage between the temperature decreasing tower and the bag filter to circulate the exhaust gas is formed. By circulating the exhaust gas by the circulation passage, the furnace pressure of the plasma decomposition device is controlled to be a constant pressure lower than the atmospheric pressure.
