A base isolation bearing or a device or a steel, viscous or frictional damper 3 having a restoring function such as a lead-plug containing laminated rubber bearing or a high damping rubber bearing is arranged on the production facility or the facility foundation 5 on its periphery, that is, outside the production facility or the facility bottom 6. The respective bearings or the devices are integrated by arranging an integrated base 4 on a bearing or a device of the small vertical deformation and the base isolation bearing or the device or the steel, viscous or frictional damper 3 having the restoring function, and the production facility or a facility is also arranged on this integrated base 4.

    • PROBLEM TO BE SOLVED: To provide a base isolating structure capable of reducing torsional vibration by arranging a base isolating device on the base isolating layer of a building, arranging a damping device in the direction laid along the short edge on a plane, and jointly using the base isolating device and the damping device. SOLUTION: A laminated rubber 3 as base isolating device is arranged on the base isolating layer of a building 1 having a flat plane form. An oil damper 5 as a damping device is arranged in the base isolating layer of the part situated in the short edge of the building where the largest vibration amplitude reveals by torsional vibration. The torsional vibration is efficiently suppressed by the oil damper 5 to add the damping of vibration, and the response of the building 1 in earthquake is reduced more than the case with only the laminated rubber 3. Since the torsional vibration in earthquake can be reduced to moderate the collision of the short edge part of the building, it is not required to separately divide the building and the building can be integrally constructed.
