A soil environment preservation/result measure server 9 attaches customer information to an order of an undertaking and transmitting the order to the undertaker's terminals 3 to 6 corresponding to the ordered contents on the basis of the ordered contents and undertaker's names in each business class, judges a necessary undertaking on the basis of business results for the customer installation, and transmits a measure consideration request to which the customer information and the business results registered in the customer installation history DB 15 are attached to the undertaker's terminals 3 to 6 for the necessary business. Then, a refueling pipe 17 which extends from the metering machine case 14, is introduced to the inside of the upper case 15 along the internal surface and/or the external surface of the column, and the middle of a refueling hose 18, which is connected to the end of the refueling pipe 17, is pulled up and urged by the retractor 16, and the refueling hose 18 is led out from a hole 29 being provided on a bottom plate 23 of the upper case 15. Then, a nozzle hanger 20 on which a refueling nozzle 19 being provided at the leading end of the refueling hose 18 is hung, is provided on the metering machine case 14.

摘要： PROBLEM TO BE SOLVED: To provide an evaporation preventing device for an underground tank not generating the loss of stored petroleums. SOLUTION: An atmosphere valve 7 is connected with an air vent pipe 1 drawn out from the underground tank 2 to the ground surface. The atmosphere valve 7 is provided with a connection opening 23 communicating with the air vent pipe, an air suction opening 24 communicating with atmosphere and the exhaust opening 25 opened to the atmosphere. An exhaust valve 26 with a weight 29 is provided on the exhaust opening 25, and an air suction valve 24 is provided on the exhaust opening 25. In the case the pressure on the side of the connection opening 23 communicating with the underground tank 2 is higher than the given exhaust operation start pressure, the exhaust opening 25 is opened and the suction opening 24 is closed, while in the case where the pressure is lower than the given air suction operation start pressure, the exhaust opening 25 is closed and the air suction opening 24 is opened, and in the cases other than the above, the exhaust opening 25 and the air suction opening 24 are closed. When the internal pressure of the underground tank is lowered, atmosphere is infiltrated from the air suction opening and the mechanical stress is not applied into the underground tank. In the case the difference between the underground tank internal pressure and the atmospheric pressure is lower than the given value, the air suction valve and the exhaust valve are closed not to exhaust the vapor of petroleums into the atmosphere.
