In the output member 43, mounting holes 43b for the rivets 6 to be mounted therein are formed with the number smaller than the number of the rivets 6 to be mounted, so that all rivets 6 can be mounted therein by rotating the output member 43 relative to the input member 41 against the urging force of the elastic member 42 to change the phases of the mounting holes 43b when mounting the rivets 6 therein.
