摘要： PROBLEM TO BE SOLVED: To eliminate the use of a copper alloy for a cooling path and to reduce electromagnetic force and radioactivity by heating and eliminating a section such as a carbon rod being inserted into a cooling plate that consists of ceramics. SOLUTION: For example, a tokamak type low radioactive nuclear fusion reactor has a cooling plate 6 where a cooling path 7 and a plasma opposing material 8 are provided in a vacuum container where reactor core plasma is sealed. The cooling plate 6 is formed, for example, by ceramics where silicon carbide is baked by hot press and has a high thermal conductivity and high insulation property, namely a thermal conductivity of 100 W/m.K or higher and an electrical resistivity of higher than 1 GΩ.cm. The cooling path 7 is formed, for example, by inserting a carbon rod in specific shape into oxidation atmosphere when baking the cooling plate 6 and performing heating and combustion in oxidation atmosphere. The plasma opposing material 8 is made of, for example, carbon/carbon composite and is brazed to the cooling plate 6 by a specific method after metallizing, for example, a Ti alloy to the inside of the cooling plate 6.

SOLUTION: A pin portion 2 of a rotary tool 1 is inserted into one of the members in the vicinity of the abutment surfaces 6 of the members to be welded, and the pin portion 2 is not inserted into the other of the members. At this time, the part in contact with a shoulder portion 3 in the member on the side that the pin portion is not inserted is coated with a member of the material same as that of the member in which the pin part is inserted for preventing the contact. As the covering method, the one wherein a sheet of the material same as that of the member on the side that the pin is inserted is placed on the abutment surfaces, or the method wherein the surface part of the member on the side that the pin is inserted is projected to the side of the other member is effective. Thus, the stirring/mixing of both the members are prevented to allow only the member on the side that the pin is inserted to undergo plastic flow, and the plastic flow promotes the diffusion of atoms in the abutment surfaces so as to enable diffusion welding.
