    • PROBLEM TO BE SOLVED: To provide a developer layer regulating member which stabilizes electrification and carrying of a toner for a long time, which causes no fog or irregular density and which gives stable image density without producing image defects such as stripes due to deposition or sticking of a toner on an electrifying member, and to provide a device and a method to form stable images by using this regulating member. SOLUTION: This developer layer regulating member 5 to form a thin layer of a developer on a developer carrying body 3 is produced by forming a coating layer containing at least one kind of compd. expressed by the formula of G-D-F on the surface of a base body. In the formula, G represents a subunit which form an inorg. network, D represents a flexible org. subunit and F represents a subunit containing tertiary amino groups. The coating layer is preferably a coating film essentially comprising silicon oxide which is produced from a material containing at least one kind of compd. expressed by the formula and a bifunctional or tetrafunctional silicon compd. In the image forming method and the device using this developer layer regulating member 5, a nonmagnetic one-component toner is preferably used.
