    • PROBLEM TO BE SOLVED: To provide a wheel guard device capable of preventing a railway vehicle from coming off and running off rails by installing guard rails without performing a great modification even in an area where special sleepers or the like are used.SOLUTION: A wheel guard device 1 disposes guard rails 10 along main rails 90 and 91 fixed to sleepers 55 by rail fasteners 80. Sleepers 5 for guards are arranged between the sleepers 55 for the main rails fixing the main rails 90 and 91. Guard fastening devices 20, which disposes the guard rails 10 along the main rails 90 and 91 at a prescribed interval A, are provided in the sleepers 5 for guards. The guard rails 10 includes outside lock parts 13 preventing wheels from derailing to inward of the main rails 90 and 91 and inside lock parts 14 preventing the derailed wheels from running away outside a track. The outside lock parts 13 are arranged at a position higher by a height B than upper surfaces of the main rails 90 and 91.

    • PROBLEM TO BE SOLVED: To provide a sustainable thawing agent which does not cause the corrosion of a structure or a vehicle, does not adversely affect soil or rivers near the place where it is applied, and can re-alkalify a reinforced concrete product slowly becoming alkaline with time to maintain the function of its structure and to provide a thawing method.
      SOLUTION: The sustainable thawing agent comprises an inorganic compound which generates heat of hydration and a highly water-absorbing polymer with which the inorganic compound is coated. This agent does not cause the corrosion of a structure or a vehicle, does not adversely affect soil or rivers near the place where it is applied, and can re-alkalify a reinforced concrete product slowly becoming alkaline with time to maintain the function of its structure. The thawing agent is also provided.
