Also, the surface wind measurement system, during traveling, calculates the elevation angle of the wind, which the railroad vehicle undergoes by the traveling wind and the surface wind, on the basis of the respective pressure detection values obtained by pressure detection means. Elevation angle/wind velocity calculation means calculates a wind velocity of the wind, which the railroad vehicle undergoes by the traveling wind and the surface wind, on the basis of the calculated elevation angle and the detection value by one of the pressure detection means. A wind velocity and a wind direction of the surface wind at a travel location are calculated in a vehicle coordinate system on the basis of a travel velocity detected by a velocity sensor 20 and the travel location calculated by a location detector 30.
