    • PROBLEM TO BE SOLVED: To provide a movable temporary scaffold which facilitates temporary setting thereof for carrying out work such as repairing and cleaning from inside a hollow structure such as a silo, and is temporarily set in the hollow structure. SOLUTION: According to the structure of the movable temporary scaffold, a tower-like fixture support mechanism is set on a roof floor of the structure, and a rack rail is hung from an upper opening into the structure along a center line of the structure. Then a motor engaging with a horizontal beam of a carriage engaging with the rack rail is rotated, and a pinion in mesh with the rack rail is rotated by a rotation driving force converting device, to thereby ascend/descend the carriage. Then a single pipe is fitted into a single pipe holding mechanism engaging with the carriage, and it is held by the single pipe holding mechanism in a manner axisymmetric with respect to the rack rail. Then a scaffold board is mounted on the single pipe, and the movable temporary scaffold is set in the structure. The single pipe has a jack set at the tip thereof, which functions to press an inner wall of the structure and to fix the scaffold as a stopper. From the viewpoint of safety, the carriage has a fall preventive device formed of a brake and a wire, and thus the movable temporary scaffold is temporarily set in the hollow structure.     • According to a low alloy steel of the present invention, compositional elements thereof are limited, and a metal structure thereof comprises bainite or martensite. Further, proper amounts of Nd inclusions are formed by appropriately selecting timings of deoxidation and Nd addition in melting a steel. Consequently, compatibility between high-temperature creep strength and long-term creep ductility, which is hardly established in conventional steels, can be achieved even in hostile conditions. Accordingly, the low alloy steel of the present invention can be widely applied as the material for the heat-resistant structural member used for a long time under the high-temperature and high-pressure conditions such as power plant boilers, turbines, and nuclear power plants.
