SOLUTION: The method for producing the emulsified fuel comprises the following processes a-e. a: Preliminary mixing of water with an emulsifying agent, b: sufficient mixing of the preparatory mixture by passing it through a static mixer 1, c: the static mixer 1 is of a cylindrical mixer-type and whose cylindrical body contains many elements 3 and the rotating direction of each element differs from each other, d: the sufficiently mixed one is mixed with an added hydrocarbon-based fuel, and e: the one mixed with the hydrocarbon-based fuel is passed through a static mixer similar to the static mixer 1.
