SOLUTION: The packaging bag for the powder is provided with a bag base material 20 which is formed into a flatly folded cylindrical shape and forms folded parts 22 by providing tilting folding lines 21 at the opening of the cylindrical shape and has first and second folding lines 23, 24 provided in parallel with the opening end of the cylindrical shape, a first adhesive layer 32 which is formed into a flatly folded cylindrical shape and is provided at the inner surface of the cylindrical shape and allows the inner surface to be adhered to, and a protrusion 31 which protrudes outside from the intersection of the first and second folding lines 23, 24 and the tilting folding lines 21. The packaging bag for the powder is provided with a valve base material 30 which is adhered to the folded part 22 between the first folding line 23 and the second folding line 24 and a decorative paper base material 40 which is provided outside the opening of the bag base material 20 and is stuck to the opening of the bag base material 20 which is closed by folding along the first folding line 23 and the second folding line 24.
