摘要： PROBLEM TO BE SOLVED: To provide a sheet cutting device that increases productivity while reducing the size of a device body, and to provide an image forming apparatus.SOLUTION: The sheet cutting device 5 for cutting rolled paper 30 at a predetermined length includes: a cutter 50 including circular edged tools 50a, 50b disposed opposite to each other by interposing the rolled paper 30 therebetween; a cutter unit 51 holding the cutter 50 and movable in a width direction of a sheet; and a guide member 52 for guiding the movement in the width direction of the cutter unit 51. The guide member 52 includes: a forward path for moving the cutter unit 51 to one side in the width direction of the sheet so that the cutter 50 cuts the rolled paper 30; and a return path for moving the cutter unit 51 after cutting the rolled paper 30 to the other side in the width direction of the sheet. When the cutter unit 51 moves along the return path, the cutter unit is retracted downward in a vertical direction from a sheet feed path so as to insulate the sheet feed path.
