Droplets of condensed water CW are detached from a cooling surface 12 of the Peltier element 11, and drop down to a water receiving surface 16 of the permeable film 15. The condensed water CW as water (liquid) received on the water receiving surface 16 can not penetrate the permeable film 15, but it penetrates therethrough on the molecular level. Thus, mist subnanosized in diameter is discharged from a moisture discharging surface 17.
