    • PROBLEM TO BE SOLVED: To effectively cope with a disaster under the maintenance of a community system by creating artificial base-isolated subsoil using a street zone divided into a range large enough to form a row of houses as one unit, and constructing a detached house and an apartment house on the artificial subsoil. SOLUTION: The underground is excavated to form underground space 2, and a column 5 is erected on a mat slab 3 in the space 2 so as to be aligned with a driving position for a foundation pile 4 to support the slab mat 3. In addition, base isolation rubber made of superposed rubber and a steel plate is provided on top of the column 5 as a base isolation element 7, and the foundation 1a of artificial subsoil 1 is supported with the column 5 via the base isolation rubber. Furthermore, a low-rise building such as a detached house 8 and an apartment house 9 is constructed on the artificial subsoil 1, and a disaster- prevention center 18, an emergency reserve warehouse against a disaster, a potable water tank and the like are constructed in the underground space 2 in such a state as fastened to the artificial subsoil 1. Also, the underground space 2 is formed to be usable as a shelter upon the occurrence of a disaster, and capable of reacting to a disaster including residents in surrounding areas.

    • PROBLEM TO BE SOLVED: To improve earthquake-proofness by a method wherein production facilities or the like are constructed on an artificial ground in base isolation structure that is constructed with one production line of a chemical plant being unitized. SOLUTION: Each of production facilities is constructed on an artificial ground 1 in base isolation structure that is constructed for each of production lines of a chemical plant. The ground 1 is supported with laminated rubbers 10 respectively covered with fireproof coating and base isolation devices 12 in plain bearing structure that are provided individually on top of pillars constructed respectively on foundation piles 8 and in a double structure that is composed of an upper slab 1a and a lower slab 1b while being partly serving as load adjustment pits 14 with sands, blocks or water being contained therein, or as water tanks 15. Anchor boxes are provided at the slab 1a for being used at installation or replacement of facilities while pipings are arranged with pipe supports provided at the underside of the ground 1, and an automatic shut-off device 33 working at the time of a large-scale earthquake is provided at a gas inlet piping and furthermore, parking lots and stockyards are provided between the ground 1 and the ground surface. Thereby, economical earthquake-proof designing becomes possible with seismic force and deformation of facilities reduced and damages by collapse or fire lessened.
