According to the present invention, transform bases are adaptively generated in accordance with the variation in the characteristics of images, and intra-prediction errors are transform-encoded using the thus-generated transform bases, thus significantly improving intra-prediction encoding performance without adding any additional information, and remarkably improving the compression efficiency of a video compression apparatus or the quality of a restored image.
