    • Method and apparatus are disclosed for optimizing Random Access Channel (RACH) transmissions from wireless transmit/receive units (WTRUs) for multiple transmissions. A WTRU may initiate uplink transmission for a random access procedure using a configured time resource such that the uplink resources may be time shared by a plurality of WTRUs. The transmission time may be calculated on an absolute or relative basis. A backoff time may be applied before starting the uplink transmission. The backoff time may be WTRU-specific, WTRU group-specific, specified per access class and may be determined based on a priority basis. A scaling factor may be applied to the backoff time. A contention free allocation method may be used to determine the appropriate resource. The data may be transmitted with and without a preamble. The WTRUs may include machine type communication devices and may be grouped in accordance with a number of factors or characteristics.

    • Methods and apparatus are disclosed for a wireless transmit/receive unit (WTRU) to detect and perform measurements with respect to Home Node-Bs (HNB) and Home evolved Node-Bs (H(e)NB) (collectively "HNB"). The methods may include generating and transmitting a request for a measurement configuration that may include gap allocations to detect and measure a primary scrambling code or a physical cell identity of a target HNB for at least one frequency or radio access technology (RAT). The request may be in response to the WTRU entering a HNB cell for which the WTRU has stored fingerprint information and whose closed subscriber group ID is in the WTRU's whitelist. The network may configure the WTRU to measure the requested frequency or RAT in response to the proximity report/request. Methods are described for releasing the measurement configuration.

The WTRU may have information such as data or control information to transmit to a network. The (WTRU) may request a common enhanced dedicated channel (E-DCH) resource from the network. The WTRU may receive an indication from the network to fallback using a random access channel, e.g. a Release 99 Random Access Channel (R99 RACH), a Release 99 Physical Random Access Channel (R99 PRACH), etc. The indication may be received via an acquisition indicator (E-AI). The indication may be a value of the E-AI. The WTRU may determine whether a condition is met. The WTRU may transmit the uplink information over the R99 PRACH if the condition is met.

    • Techniques and apparatus for efficiently determining the radio link control (RLC) protocol data unit (PDU) size and flexible RLC PDU creation for multi carrier operation are disclosed. An example wireless transmit/receive unit (WTRU) calculates a maximum amount of data allowed to be transmitted for a current transmission time interval (TTI) for each of a plurality of carriers, and selects an RLC PDU data field size such that each RLC PDU to be multiplexed to a medium access control (MAC) PDU matches a minimum of the maximum amount of data calculated for the carriers. The maximum amount of data may, for example, be calculated based on an applicable current grant for each carrier for the current TTI. The RLC PDU may be generated for the later TTI on a condition that an amount of data in outstanding pre-generated RLC PDUs for a particular logical channel is less than or equal to 4N times the minimum of the maximum amount of data allowed to be transmitted by the applicable current grant for the carriers for the current TTI, where N is a number of activated carriers. The maximum amount of data may be calculated based on a remaining power on each carrier.
