    • Briefly, in accordance with one or more embodiments, an apparatus of an evolved Node B (eNB) or a next generation Node B (gNB), comprises one or more baseband processors to process an indication received from a user equipment (UE) indicating whether the UE is capable to skip an uplink (UL) grant, and a memory to store the indication for the UE. The one or more baseband processors are to encode a configuration message for the UE to skip an UL grant if an uplink data buffer of the UE is empty, and a channel index of a physical uplink control channel (PUCCH) for the UE to transmit an uplink grant skipping indication (UGSI) if the UE skips an UL grant.

    • Systems, apparatus, user equipment (UE), evolved node B (eNB), computer-readable media, and methods are described for radio resource control (RRC) reconnection in standalone long term evolution (LTE) based communication systems operating with one or more unlicensed channels. In one embodiment, a UE is configured to initiate establishment of an RRC connection with a Multefire (MF) eNB associated with a first MF-ID, identify a radio link failure, perform a cell selection in response to the radio link failure to select a second MF eNB, and initiate transmission of an RRC communication to the second MF eNB in response to the radio link failure using at least a first unlicensed channel of the one or more unlicensed channels.
