Therefore, the present invention can simplify a complicated procedure during a new subscription to a CAS-based digital broadcasting, radically decrease stand-by time from a subscription to an initial broadcast reception, and employ a bandwidth for broadcast, which was used up for subscription EMMs, for other uses.
