    • A novel process for producing an acrylic polymer serving as a sludge dehydrating agent, which polymer contains tertiary amino group which are neither quaternized nor converted into corresponding salts and has a high molecular weight, which process comprises preparing an acrylic monomer containing a tertiary ammonium carbonate group by the reaction of an aqueous solution of an acrylic monomer containing a tertiary amino group with carbon dioxide, polymerizing the obtained monomer alone or copolymerizing the monomer with another copolymerizable vinyl monomer to prepare a polymer containing tertiary ammonium carbonate units, and decarbonating the polymer by heating and/or evacuating. Among others, especially an acrylic polymer containing at least 5 mol% of the tertiary amino group units and comprising a water-soluble vinyl polymer having the intrinsic viscosity [ eta ] of 1 dl/g or above is useful as an excellent sludge dehydrating agent.

    • A process for preparing unsaturated quaternary ammonium salts, which comprises treating a cationic vinyl monomer represented by general formula (1) with an alkyl or aralkyl halide to prepare an unsaturated quaternary ammonium salt represented by general formula (2) using a reaction solvent comprising a mixture of water with an aprotic organic solvent in a specific mixing ratio and controlling a dissolved oxygen concentration in the system at a level of less than 1.8 ppm but not less than 0.3 ppm. In formula (1), R1 represents a hydrogen atom or a methyl group, R2 and R3 each independently represents a C1-4 alkyl group, A represents an oxygen atom or NH, and B represents a C1-4 alkylene group. In formula (2), R1, R2, R3, A, and B are as defined above, R4 represents a C1-4 alkyl group or a benzyl group, and X- represents a halide anion. In this process, the ammonium salt is not precipitated even when formed as the reaction proceeds, which permits smooth stirring of the system and heat removal therefrom and which prevents formation of substances causative of polymerization and gelation and inhibiting polymerization due to overheating. This process enables an excellent aqueous solution of the unsaturated quaternary ammonium salt to be industrially produced with ease. The salt can be used as a starting material for producing a high-molecular cationic polymer.
