According to the present invention, as a motion vector is encoded by selecting an efficient set of predicted candidate motion vectors, the magnitude of a differential vector to be encoded can be reduced without necessarily encoding additional information to indicate which set of predicted candidate motion vectors has been selected. In result, the compression efficiency of a motion vector and further the compression efficiency of an image can be improved.
