According to one embodiment of the present invention, the context of a motion vector is generated based on the correlation with the motion vector of the peripheral block, and candidate motion vectors are adaptively provided in accordance with the condition of the peripheral block so as to efficiently encode the motion vector of the current block, thereby significantly improving the encoding performance of the motion vector of the current block, thus improving the encoding performance of a video compression apparatus or the quality of restored image.
