    • A method of repairing a pipeline and pipeline repair system (100, 200) that includes a sleeve (110, 210) adapted to permanently enclose an outer surface of a longitudinal section (12) of a pipeline (10) having a defect (20). The sleeve (110) includes two or more longitudinal segments of a cylinder (112, 114, 212, 214) joined at the longitudinal edges (150, 250) to form a sleeve (110, 210) with a first and second radial ends (156, 158, 252, 254). The sleeve (110, 210) is sealed at the radial ends (156,158, 252, 254) forming an enclosed annular space (30) between the pipeline (12) and the sleeve (110, 210). An injection port assembly (192) on the sleeve is adapted for temporary connection to an external source of pressurized material. The pressurized material may be a fluid, gas, or slurry. After filling the annulus (30) with pressurized material, the port assembly (192) is sealed. The permanent sleeve (110, 210) receives a majority of the tangential (hoop) stress load from the section (12) of pipeline (10) via the pressurized material in the annular space (30) and may receive a portion of the longitudinal stress load from the section (12) of pipeline (10).
