The method comprises: receiving, from a server associated with a merchant, an indication of a pending transaction between the merchant and a consumer; receiving, from a missed call processing server, an indication of a missed call made by the consumer, the indication of the missed call made by the consumer comprising an indication of a telephone number associated with the consumer; identifying the missed call made by the consumer with the pending transaction between the merchant and the consumer; looking up, in a consumer account database, an account associated with the consumer using the telephone number associated with the consumer; and generating a transaction authorization request for a transaction between the account associated with the consumer and an account associated with the merchant.

The computer device may further determine a screened telephone number associated with the first toll-free telephone number; generate a diversion header that includes the determined screened telephone number for the SIP telephone call, in response to identifying the SIP telephone call as originating from the first toll-free telephone number and destined for the second toll-free telephone number; and send the SIP telephone call to a local exchange carrier network associated with the second toll-free telephone number.

The rules may be applied at a mobile device, facilitating a least-cost call with little or no input from the user of the mobile device. The rules may be based on identifying information about a caller or an intended call, or both. In determining what constitutes a least-cost option, a number of resources and factors, both monetary and non-monetary, may be considered. In some examples, a call identifier may be sent from a mobile device to a server, and the mobile device may receive, in response, one or more rules for directing a call. The rules may be applied at the mobile device, and the call may be placed accordingly.
