    • An aqueous electric double layer capacitor having excellent wettability with aqueous electrolytic solution, low internal resistance, excellent easiness of forming uniform, thin and wide films and mechanical strength. Activated carbon powder, a polymeric binder having a hydrophilic group and a plasticizer are fully mixed to form a film which is then dried to form an electrode. By using a polymer having a hydrophilic group as a binder, wettability between an aqueous electrolytic solution and the electrode is improved and contact resistance between an electrolysis solution and the electrode can be reduced. In addition, by adding a plasticizer, the amount of polymer binder required to form a thin type electrode can be reduced, thus providing an aqueous solution electric double layer capacitor with low internal resistance.

    • A capacitor element and a battery cell which a dry-up phenomenon is restricted and an internal resistance is small are provided. The capacitor element provides a porous separator which has ion permeability and the ability of insulation, a pair of carbon electrode layers having many successive through holes separated by the porous separator, a non-conductive gasket holding the surrounding ends of the carbon electrode layers, a pair of conductive separators holding the carbon electrode layers and the non-conductive gasket from the outside, electrolyte solution in the successive through holes of the carbon electrode layers, and minute particles which are more than 0.1 weight % and less than 5.0 weight % of the electrolyte solution. A battery cell provides electrolyte solution and positive/negative electrode active material layers containing minute particles which are more than 0.1 weight % and less than 5.0 weight % of the electrolyte solution in the successive through holes.

    • A power supply device of the present invention includes an electric double layer capacitor connected to, e.g., an HDD (Hard Disk Drive), CD-ROM (Compact Disk Read Only Memory) drive, floppy disk drive or similar motor-driven equipment, and another electric double layer capacitor connected to, e.g., a pulse generating device included in a radio transmitter. The capacitors each feed power when the load of the associated equipment sharply varies during operation of the equipment. This makes it needless for a main power supply to feed such power. A laminate polymer battery is connected to a low voltage IC (Integrated Circuit) and feeds power thereto. This also makes it needless for the main power to feed power to the low voltage IC, and allows a short feed line to connect the laminate polymer battery and IC. The short feed line reduces the transfer of noise to the IC and therefore malfunction ascribable to noise.
