The clutch mechanism is provided in an intermediate position of the power transmission path from the elastic member to the rotating shaft and configured to interrupt the power transmission from the pulley to the rotating shaft when a rotation speed of the pulley lowers below a rotation speed of the rotating shaft by a predetermined value or greater.

According to the present invention, since the insulating coat layer 11 of the flat cable 1 is formed by coating the flat-type conductors 10 with the thermoplastic resin by means of direct extrusion as described above, it is possible to provide a rotating connector, which permits the smooth rotation without an increase in torque even in the high-temperature environment and is excellent in durability.
