    • A method for hand-over processing is provided in which excellent speech quality is maintained and needless and wasteful hunting of a base station is not performed by coping properly with various conditions of radio waves in which a mobile terminal is put and power consumption is reduced. The mobile terminal is measuring, at fixed intervals, a radio wave receiving level provided by the base station being presently operated for a telephone call. When a variation amount of the receiving level being a difference between a present receiving level and a receiving level measured last time is greater than a predetermined threshold value, the hand-over processing is performed and base station hunting processing to hunt a base station to which connection of the mobile terminal is to be handed over, is started. In the base station hunting processing, the hand-over selection level is used as the receiving level.

    • In a frequency-voltage conversion circuit, integrating circuitry gives a predetermined slope for rising or falling of a rectangular pulse signal. First comparing circuitry compares an output value of the integrating circuitry with a threshold value, and produces a pulse signal line having a pulse width corresponding to frequency of the rectangular pulse signal. Storing circuitry stores and retains the threshold value. Smoothing circuitry smoothes the pulse signal line, and produces a voltage value corresponding to the frequency of the rectangular pulse signal. Second comparing circuitry compares the voltage value with a reference voltage, and charges and discharges electric charge for the storing circuitry on the basis of the comparison result.

    • The present invention relates to a vibration-proofing device which supports an upper structure, such as a building, computers and other machines or a floor having such machines mounted thereon, on a lower structure, as a foundation, to allow the upper structure to swing, thereby isolating earthquakes, traffic vibrations and vibrations from the equipment installed in another room so as to protect the upper structure from vibrations. The invention is to provide a bearing type of vibration-proofing device which is simple in construction and capable of reliably absorbing not only horizontal but also vertical components of earthquakes, traffic vibrations and other vibrations, whether they are weak or strong, and which properly operates under low load and produces little vibration during operation. The invention provides an arrangement wherein interposed between upper and lower structures are rolling bodies for horizontally supporting the upper structure for swing movement. The rolling bodies are in the form of cylindrical rollers, elastomeric bodies are interposed between the cylindrical rollers and the upper and lower structures. It is desirable that the cylindrical rollers be stacked in n rows and that these rows of cylindrical rollers form an angle of 180.degree. /n. An air spring or coil spring device is disposed vertically of the cylindrical rollers and a plurality of taper rollers is radially arranged in a horizonial plane vertically of the cylindrical rollers.

    • An electrophotographic photoconductor includes a phosphinate additive in a photosensitive film that improves the stability of the coating liquid for the photosensitive film. The electrophotographic photoconductor includes an electrically conductive substrate and a photosensitive film on the substrate. The photosensitive film contains a charge generation agent and a phosphinate compound. The photoconductor may be of either a monolayer or a laminate construction. In the case of a laminate type photoconductor, the phosphinate compound is incorporated into the charge transport layer. A method of making an electrophotographic photoconductor adds a phosphinate additive to the coating liquid for a photosensitive film to improve stability of the coating liquid. The method involves producing a coating liquid containing a phosphinate compound and coating a conductive substrate with the coating liquid to form a photosensitive film.
