    • In accordance with aspects of the disclosure, a system and methods are provided for managing resource allocation by generating a finance-investment plan relative to one or more time intervals while maintaining a cash reserve at a predetermined threshold based on information related to financial activities including asset related activities and liability related activities. The systems and methods may include evaluating accounts receivable patterns for each asset to determine cash surplus ranges within the one or more time intervals, evaluating accounts payable patterns for each liability to determine cash flow gaps within the one or more time intervals, maintaining an asset-to-liability ratio during the one or more time intervals, and generating the finance-investment plan while maintaining the cash reserve at the predetermined threshold within the one or more time intervals based on the asset-to-liability ratio and potential cash flow forecasting schemes for each asset and liability.

    • Methods of fabricating halo regions are provided. In one aspect, a method is provided of fabricating a first halo region and a second halo region for a circuit device of a first conductivity type and having a gate structure with first and second sidewalls. The first halo region of a second conductivity type is formed by implanting the substrate with impurities in a first direction toward the first sidewall of the gate structure. The second halo region of the second conductivity type is formed by implanting the substrate with impurities in a second direction toward the second sidewall of the gate structure. The first and second halo regions are formed without implanting impurities in a direction substantially perpendicular to the first and second directions.

    • The present invention provides methods for manipulating the intrinsic strain of cells by treating tissue engineered constructs or native tissue with compounds which affect the intrinsic strain setpoint of the cells in order to modulate matrix synthesis, secretion, organization and/or remodeling so that the tissues withstand in vivo mechanical forces and have the structural characteristics of host tissue which has been permanently altered by injury, atrophy or disease. The compounds include binding site peptides, ATP, UTP and related analogues, IL-1&bgr; TGF-&agr; cytochalasin D, hyaluronic acid, nocodazole and others. Also provided are methods for applying a mechanical external strain to the tissues, as well as methods for modulating the expression of cytoskeletal genes that transcribe cytoskeletal proteins which regulate a cell's intrinsic strain setpoint.

    • A method for fabricating a body-tied SOI transistor with reduced body resistance is presented. During the wafer fabrication process, a semiconductor wafer is placed in an ion implantation device and oriented to a first position relative to a beam path of the ion implantation device in order to obtain a substantially non-orthogonal twist orientation between the beam path and the transistor gate edge. Following this orientation of the first position, an ion species is implanted into a first implantation region. The wafer is then rotated to a second substantially non-orthogonal twist orientation, where another ion implantation is conducted. This process continues in the same manner, such that further substantially non-orthogonal twists and ion implantations are conducted, until the desired number of implantation areas is created. Halo or pocket implants are an example of the type of implantations to which the technique may be applied.
