    • A first layered article (14a) in which a first electrolyte membrane (12a) and an anode-side catalyst layer (13a) are laminated, and a second layered article (14b) in which a second electrolyte membrane (12b) and a cathode-side catalyst layer (13b) are laminated, are formed. Then, the first layered article (14a) and the second layered article (14b) are disposed so that the electrolyte membrane-side surfaces of the two articles face each other.
