    • A mobile communication system includes a first base station which defines a first cell and a second base station which defines a second cell. In this mobile communication system, when communication conditions of a first mobile station currently radio-linked to the first or second base station have degraded, then the first base station stores identification information of a second mobile station currently radio-linked to the first base station and causes the second mobile station to hand over to the second cell, and thereafter changes a first radio frequency currently used in the first cell to a second radio frequency and sends the second base station a message that carries identification information of the second mobile station and information indicating the second radio frequency. When the message is received, the second base station causes the second mobile station to hand over to the first cell.

    • An apparatus for determining a seat occupancy includes a load detecting portion attached to a seat portion of a seat for a vehicle and detecting a seat occupancy load, a seatbelt buckling detecting portion detecting an engagement of a buckle of a seatbelt, and a seat occupancy determining portion determining the seat occupancy on the basis of detection signals from the seatbelt buckling detecting portion and the load detecting portion. The seat occupancy determining portion determines a mounted state of a child seat, in which the child seat is placed on the seat and is fixed thereto by means of the seatbelt, in a case where the seat occupancy load changes so as to be increased at a predetermined speed or faster and subsequently so as to be decreased at a predetermined speed or faster, within a time period proximate to a time point when the buckle is engaged.

    • A monitoring device includes a range imaging sensor, a bed recognition unit, a person recognition unit, a movement determination unit and a notification unit. The range imaging sensor generates a range image wherein pixel values are distance values to an object, the entirety of a bed to be monitored being included in a field of vision thereof. The bed recognition unit extracts a location of the bed using the range image. The person recognition unit detects regions occupied by a person inside and outside of the range of the bed recognized by the bed recognition unit in the range image. The movement determination unit determines the movement of the person relative to the bed using a combination of the regions of the bed detected by the bed recognition unit and the person detected by the person recognition unit. The notification unit notifies a determination result of the movement determination unit.
