An urging member is provided for urging the valve body towards a displacing end situated towards an equilibrium chamber. A valve member includes a coil disposed about the valve body in the partition member and energizing the coil to urge the valve body towards a pressure receiving chamber in opposition to urging force in order to place a second orifice passage in a cutoff state through by the urging force of the urging member, and in a communicating state through energization of the coil to separate contacting portions of the valve body and a wall of the valve housing zone.
