    • To estimate the number of mobile terminals that have been staying in an observation area for a desired period of time, the feature quantity calculation portion 17 calculates a feature quantity for observation target location data based on location acquisition time information contained in the observation target location data acquired by the observation target acquisition portion 15. The expected stay time calculation portion 18 calculates an expected stay time in an observation area to be observed and, based on the expected stay time, the passing/staying terminal selection portion 19 selects mobile terminals to serve as a target of terminal quantity estimation. Then, the terminal quantity estimation portion 20 estimates the number of mobile terminals calculated as the target of estimation. In this manner, the terminal quantity estimation device 10 estimates the number of mobile terminals that have been staying in the observation area for a desired period of time.
