    • PURPOSE: A character recognizing device and control method thereof are provided to improve characteristic recognizing performance by performing an image preprocessing which corrects a distortion of an image, and extracting and recognizing a characteristic from an image which the preprocessing is performed. CONSTITUTION: A video input unit(11) receives an image gotten to a camera. A character position estimating unit(12) calculates a probability value about a location of a character in image to estimate a location of character. An image preprocessing unit(13) detects edges including the characteristic from the image and guarantee distortion of the edge. A characteristic recognizing unit(15) recognizes a character included in the edges. The character location estimating unit performs wavelet transformation of the inputted image and displays a class of an image which is wavelet-converted.
