An elastic yarn-transferring unit(8) transfers the elastic yarn to decrease the tension of the elastic yarn. If the break of the elastic yarn is detected, a reference tension is set for the elastic yarn after stopping the transfer of the elastic yarn. Continuously, the elastic yarn is rewound by the elastic yarn-transferring unit, thereby setting the tension of the elastic yarn. Herein, air is jetted to the elastic yarn through a nozzle(9) so that the elastic yarn returning from the elastic yarn-transferring unit to an elastic yarn corn(6) is not entangled in the vicinity of a hole of a guide member(8d).
